Unclassified location distance

Hello. I am installing a service and controls for a diesel fuel bulk tank that will be used by the petroleum company only, as a loading point. My question is, how far from the tank/pump does the electric service pedestal and controls need to be, to be considered in an unclassified location? Please assist me in the code reference in case the inspector challenges me. The conduit will be underground from the pump to the starter.

If diesel is the only fuel dispensed, Then there is no problem. Diesel is not considered a flammable material at normal temperatures. It isn't listed as flammable in NFPA 497, Table 4.4.2.

If other fuels are involved then the hazard radii are defined in Article 514, Table 514.3(B)(1).
