Underground Castings??

• All underground conduits (Normal Electric, Emergency Electric, Communications/Controls, Emergency Electric & Communications/Control, Fire Alarm, Telecommunications) shall be installed complete with manholes, handholes and castings for the lengths shown including drag lines. Electrical castings in paved areas shall be set to the top of the binder course elevations during this phase and configured by this contractor to have the capacity to be raised to final finish pavement elevations by others

Anyone know what they mean by casings? Concrete encasement? But then they mention being able to raise so don't think that could be it.
