Underground PVC raceway

I have an underground PVC raceway (3/4") that will be 18" min depth, and 90 up to serve a piv valve and hot box location. There is no protection from automobiles in this location.

Do I need to stub up with rigid emt into an fs box? Will this need additional strapping between the box and the emergence from grade?

What part/s of the code will ensure a safe and passing installation for this task?

If the inspector says you need bollards, he'll probably site 110.26(F)(2). . If a transformer is involved, the writeup could also include 450.8(A).

Even if vehical damage probability is not high. . He could still require "beefy" conduit, 225.20 + 230.50(B)(1)
