Underground service disconnect

Hi guys

I'm located in Boston and we have a lots of underground service in old buildings. When we upgrade the service, the utility normally want the meters to relocated to outside if possible. My question is do I require to put a service disconnect inside the basement near the tab box, then pipe from disconnect to outside meter socket, or I can just pipe from tab box to the meter socket. (Assume we have less than 6 meters) Some town here required to have a disconnect inside and some town does not. Just want to see if there is anything in NEC. We are at the latest cycle. Thanks.
