Underground service for detached garage

That'd be one hell of a detactched garage if it actually needs a 200 amp service. Do a load calc for the garage and then see if your still worried about 83%.
In floor electric heat sucks up amps quickly. My 1200sq garage has a 60 amp for the heater and 15 amp for the pump. Not much left of my 90a sub panel. And they told me that heater was under sized for my sq foot, but it was the biggest they could put in.

Why does electric heat need a pump? Electric heat in the floor is not meant to heat a room it is only to keep the floor from getting cold.

I have a similar setup, except gas-fired.
Your pump won’t draw more than a couple of amps. It’s on a 15A circuit because hardly anyone runs anything smaller.
