Underground vault for pool equipment

AFTER I bid the job of moving the electric for pool equipment from the basement to a new outdoor underground vault of a residence, The GC decides they're going to heat the pool with Natural Gas. The pool contractor says they do it all the time with 3R equipment, however, I don't see how this is not a C1,D1 location. Anyone have any experience with this?
 
I agree this should be Class 1, Division 1....... What prompted my question was the pool contractor INSISTING he'd never seen anything other than 3r equipment in an underground vault installtion such as this. I called the inspector yesterday morning, off the top of his head, he disagreed with it being a classified location, but wanted to research it further and get back with me.....
 
Well - maybe I should have phrased my original question as, "Do you believe..."

I hope the inspector doesn't waste too much time; the location is unclassified.
