Clearly the second group is for the 600V Class T fuse.
Just look at the max fuse rating for a QAF2 branch breaker. Different ratings for the two fuses voltages.

The second group has 1200 amp max for fuse. Only 300V class T fuse goes up to 1200 amp max. 600V class T fuse only goes up to 800 amp max.

Shouldnt it mean that the second group is both for 600V and 300V?

The heading for that page is cut off of the posted image. This entire chart is only for 240V breakers. So the difference would be that because there are DIFFERENT class T fuses for 300V or 600V, the let-through characteristics would be different, when used at 240V.

That doesn’t explain why they didn’t label if the fuse is 600V or both 300V and 600V
