If you have a situation where you have a steel building it is my understanding that this cannot be used as an EGC...Is this correct?

There is no situation where the structure can serve as the EGC...is this right?

check out 250.52 (A)(2)

That is describing what is required for building steel to be used as a grounding electrode.

Building steel can not be used as an equipment grounding conductor, it is not one of the items listed in 250.118.

Which part of 250.118 allows us to use a steel box as an EGC?

Ok let's try this again, take a look at 250.136(A) the last sentence. Here is what it says:

"The structural metal frame of a building shall not be used as the required equipment grounding conductor for ac equipment."

Crystal clear. Thanks

don't overlook 250.116 FPN "Where extensive metal in or on buildings may become energized and is subject to personal contact, adequate bonding and grounding will provide additional safety."........even though it cannot be used as the required EGC.
