Unfused Service Conductors and fused feeders sharing handhole

I have a contractor wanting to have unfused service conductors from pad mount transformer going to hand hol before MDP. Then, having fused feeder coming from MDP into the same hand hole. I don't like it. Is this situation in the code? I have found raceway being an issue, not junction boxes.
 
I'd argue against it. Check out the article below. Even though it is says "raceways" I'd argue the same could happen in a hand hole.
