Ungrounded Japan

Why are most appliances in Japan ungrounded? What is the reasoning behind not having a ground? Is it deemed safer? Does using 100 volts have anything to do with this?

They used to use screw ground. I believe that it took until the mid-2000s (when it was clear they had no choice) that they adopted grounded outlets.
