Ungrounded receptacle started a fire

This was from EC&M magazine, forensic guy blamed fire on 3-prong receptacles with ground not connected, due to leakage current. He seems to imply that if the receptacle had been grounded, the leakage current would not have started fire.

Are ungrounded 3-prong receptacles likely to start a fire because there is no where for leakage current to go? Or did forensics stop looking when he found code violation?

readydave, I believe this was covered in another very recent thread titled "EC&M FORENSIC CASE BOOK ARTICLE" in the grounding and bonding forum- some pretty good discussion in it too.:)
