Unit Heaters

One of my customers replaced eight hot water unit heaters with gas heaters. Basically all that I did was remove the greenfield from the old unit heaters and install them in the new ones, changed the switch plate to a gas plate and thought that was all that I had to do. The switchs are located either on the rooftruss near the heater or on an I beam within about 15'.
The inspector knocked me down stating the disconect must be located on the unit heater itself. As far as I can see it is an appliance and the disconect has to be in sight, am I right?

Do you think the inspector was concerned with having a bank of disconnects? Proper identification of each disconnect to which heater?? As Trevor stated in his post, ask the inspector for more details!!
 
There is no bank of switches. I am trying to get in touch with the inspector as I type. I just wanted to find out if unit heaters were covered by the appliance section. Thanks for your in put.
