Unlicensed electrical work OK under $500 in CA?

I thought I would post what I found out.
The homeowner checked with the inspector about the handyman. She had pulled an electrical permit as the home owner. The handyman made an electrical installation worth less than $500.
The handyman has no C-10, and advertises for electrical repairs.
The inspector has no issue with the handyman doing under $500 worth of electrical work under a homeowner permit. He requested the code violations I saw and agreed with them, and then wrote them up for correction.
