Does the code allow unused,abandoned panelboards to remain if they are located outside of the required working space and clearances?

I agree, they may be there for future.

If they are unused (meaning unenrgized), perhaps they don't fall under the NEC at all.

If they are there for future use, they may not meet Code when they are energized at that time.
