If I had an enclosure with a cord connector and SO, and cut off the cord on side of the connector, would that meet the requirement in 2008 NEC:

110.12 (A) Unused Openings. Unused openings, other than those intended for the operation of equipment, those intended for mounting purposes, or those permitted as part of the design for listed equipment, shall be closed to afford protection substantially equivalent to the wall of the equipment.

They were operating something at some time.

It was designed to take that connector and cord.

Personally, I would take it out and install a KO seal. I would venture that one could argue that the connector provides 'protection substantially equivalent' to a KO seal.
