Unusual SEC Installation

Looked at a townhome - remote meter and main disconnect. It appears that SEC was too short to reach panelboard in dwelling basement, so a splice was made (photos are above the panelboard in the basement). The splice itself looked OK (am I correct?); however, I am concerned about 2 items:

1. Stripped exterior thermoplastic wrap around the conductors.
2. Breach in masonry block penetration (fire rating).

Any comments? :confused:

Please tell me the service did not pass inspection. Are open splices code compliant? Where did the listing for the sre cable go when the outer jacket was removed?

The panel had a "Final Approval" sticker (8/7/1990) from the AHJ - maybe it was just a "drive-by".

Or spliced at a later date.Either way who ever did it should be fined and license removed.

That type of work is not only shoddy/cheezy and wrong but it is down right garbage.No different than flying splices,drywall screws to install fixtures,or 100`s of other violations that are done and are passed.
