Upgrade 100 amp panel with 200 amp breaker

I have an apartment that only has 100 amp service. I have installed a 60 amp breaker for a tank less water heater and another 20 amp breaker for a 12000 btu mini split. Also I have 4 other 20 amp breakers for the lights and plugs and have two baseboard heaters. I feel like I'm at the limit for my panel even though I have many open spaces left. So my question is can I upgrade just the main breaker without changing the panel? If so how do I go about it?
