I would not worry about IEEE 519 because those recommendations are at the point of common coupling (typically at the utility meter) where most harmonics have cancelled out to be below the concerning thresholds.
With a reasonable PUE of ~1.5 and power densities that can't withstand the restart time of the HVAC unit controllers, putting the units on UPS with the IT equipment are typically fine if the the UPS kw rating is sized correctly and the HVAC equipment have ECM or VFDs running the fans and / or compressors.
They are all non-linear loads. Hopefully the VFD's are not pigs, like 6 pulse drives.
