upsizing EGC due to voltage drop

Wayne, I understand CA has amended the NEC for their CEC version to require #6. But what is the size that IS required for a 40A PV system on a 200A Main Service Panel per code? #10 or #6 bare copper?
 
AHJs frequently have requirements that are not called for in the NEC, and convincing them that they should change their rules is frequently a futile effort. If it isn't a big deal, and this isn't, my advice is to give them what they want and move on.

It's #10 if it's in cable or raceway, assuming you haven't oversized the ungrounded conductors.

If it's a bare EGC on the array and exposed to physical damage (subject to AHJ interpretation) then there's a section in 690 that requires you to follow a section in 250 that requires #6, but just for that location. If AHJs are requiring #6 in conduit a raceway or cable as well, they are overreaching.
