Maybe a dumb question but why isnt USE wire shown in the conduit tables for fill?

Joe, there are no dumb questions here. That's how we learn, by asking. Type USE is identified for underground use for direct burial. It would only be in conduit for protection as in 300.5(D)(1)

Thanks for your input however I was attempting to determine what size pvc to use for 250 mcm 3 runs of 3.??. That is from the trench up the pole and again over at the service panel from the trench to the service. running 3X250 for each phase and 3x250 for full size neutrals.

If with sheath its a cable assembly, you can size it like it were a single conductor (chapter 9 note 9). I'd go a bit bigger than the min if there's any turns in the run though to make the pull easier.
