Don, what year was that? (suspended ceilings)
I thought NM cable was disallowed before that trade off I thought the issue was physical damage in commercial ceilings.
I thought the trade off was concealing NM cable in floors walls and ceilings 15 min fire rating
The 2002 code said:
334.12 Uses not permitted. ...
(A)(1) As open runs in dropped or suspended ceilings in other than one- and two-family and multifamily dwellings
Note that this rule is not the same as the current rule and would be more restrictive.
In 2005 the rule became:
334.12(A)(2) Exposed in dropped or suspended ceilings in other than one- and two-family and multifamily dwellings
There was no general prohibition of NM other than the 3 story rule in the 1999 code. (note NM was in Article 336 in the 99 code and moved to 224 for the 2002 code) I did not go back and read all of the ROPs and ROCs for the removal of the 3 story rule, but my recollection was that the limitation for its use above the ceiling was part of the "negotiations" on the removal of the 3 story rule. I think there were attempts the previous 2 or 3 code cycles to get the 3 story rule removed.

Here are my notes for my 2002 code change class on the removal of the 3 story rule.

  1. The removal of the 3 story limit was defeated in the code making panel, and on the floor at the May meeting
  2. It was placed in the code by the NFPA standards council which has the final say
  3. This was done over the objections of CMP 7
  4. The only electrical member of the standards council was not permitted to vote or speak
  5. Not really how the code is supposed to work
