Use of single and three phase breakers in the same panel: California

Does California NEC electrical code allow both 1 phase and 3 phase breakers in the same panel for a 208 Wye system with a neutral bar?
I see this commonly here and it is the norm in all the surrounding shops near mine, including those that have upgraded services.
However, I've been told that its against code, and I must use a sub panel to separate the single and three phase.
(Source does not live in the state but is knowledgable).
This doesn't seem right to me.
Left me wondering if code explicitly outlaws this - or explicitly endorses it as ok.

Supply is 208 Wye with 213V - 214V between each leg.
Box is fed by three legs, a ground wire, and a neutral wire.
Box has a neutral bar, not bonded.
There is a system disconnect inline prior to the box.
Box only has lugs - no master breaker inside the box.

I think your source is not as knowledgeable as you believe him to be. A local electrician would be a more definitive and reliable source. Any further comment would be in violation of the forum owner's rules.
