Using a backfed breaker as a main in a panel

On of my guys asked if it was legal by the code to use a backfed breaker as a main in a panel.
I can't find it in the code, but I've put in small panels like this for years.
Does anyone out there know the code section on this?

A couple of things that come to my mind are:
That the panel is listed form that application by the manufacturer.
And, if listed, they would be a kit the must be used to secure the breaker into the panel so that it can't be easily removed as the feeder breakers would be.
Close attention must be paid about if the space opposite the back fed main can be used for a branch breaker as the stabs may not be rated for it.

Probably not an issue with smaller breakers, but look see if it is marked line/load. If so, these markings must be followed. If no marking, back feed at will and what others said above.
