Can a panel be used as a raceway? Example would be in a mechanical room on a job I was on there was a trough set 18" high along a 10' wall with all the panels on top of the trough. Depending on where you came to with your homeruns to hit the trough you would have to pull through a panel in the center to get to the correct panel. This eventually ended up with 25-30 circuits passing through a panel they did not belong in.
