using one Equipment ground for (2) 200A subfeeders

I ran into a job this morning where there is a 320A meter with two 200A disconnects feeding two 200A breaker panels indoors. Each disconnect is piped underground from panel board to house. I noticed one of the disconnects does not have a grounding conductor going from it to breaker panel inside. The other disconnect does and it appears to be a number 2 AL. Is this legal? Can one equipment ground be used for both even though they are not in the same raceway?
 
Are the two disconnects separate from the structure that the has the panels?
