using panels for passthrew

Im looking in the code book for were it explains about not using panels for a passthrew. Im haveing trouble finding what page its on. I currently have the 2005 code book.
 
Read 312.8 but be sure to read the whole section, do not stop after the first sentence. You will see that it is allowed.
