Using pipe for ground

We are looking at a job to replace existing old zinsco panels. I meet with the inspector and he said that the nec no longer allows pipe to be used as ground. I thought it did but I can't find it. Can anyone tell me if you can and which nec section says so. Thanks John

It would help to use the correct term, see definition of ground. Is it a EGC?
There is extra bonding required for service conductors..,

I thought you were talking about grounding electrodes too at first. If you're talking about using a conduit / raceway as an EGC, then yes that is perfectly acceptable see 250.118
