Using pipe for ground

We are looking at a job to replace existing old zinsco panels. I meet with the inspector and he said that the nec no longer allows pipe to be used as ground. I thought it did but I can't find it. Can anyone tell me if you can and which nec section says so. Thanks John

I thought you were talking about grounding electrodes too at first. If you're talking about using a conduit / raceway as an EGC, then yes that is perfectly acceptable see 250.118
