Has anyone used PVC for underground in Patient Care Spaces and used some other form of grounding as a work around for 517.13 (A) and (B)?

You could possibly pull a type of HCFC through the PVC but other than that there would be no way to meet 517.13(A)

If the PVC is underground, the HCFC would have to be rated for underground.
Personally I have never seen HCFC rated for underground

PVC Jacketed HCF MCAP® Type MC All Purpose Hospital Care Facility is the only solution that I know of:

but you need to verify the conduit size considering you are installing a cable which allows 40% fill
