Using Swichgear as splice box

I have two MSB's sitting side by side with a bussed pull box in between which feeds circuits out of the one on the right. Both panelboards are fed via two seperate ats with two seperate gens. I need to move 5 loads out of the one on the right and put them to the one on the left. Can I just nipple into bussed pull box in the middle and make splices in the one on the right? Cleared it with the ahj but my boss is still skeptical about making splices in one panelboard with circuits fed from other panel since they are fed with seperate gens.
 
Yes you can.

312.8 Enclosures for Switches or Overcurrent Devices
Enclosures for switches or overcurrent devices shall not be used as junction boxes, auxiliary gutters, or raceways for conductors feeding through or tapping off to other switches or overcurrent devices, unless adequate space for this purpose is provided. The conductors shall not fill the wiring space at any cross section to more than 40 percent of the cross-sectional area of the space, and the conductors, splices, and taps shall not fill the wiring space at any cross section to more than 75 percent of the cross-sectional area of that space.

I agree with Roger if they are panels, if it is really switchgear as your title suggest then it could be a problem.
 
408.3(A)(3) was what I was thinking about and I was not saying it definitely rules it out, just that it might. :smile:
