The federal telecommunications act does not allow regulation of satellite dishes, does that act also apply to long wire antennas?

Their authority is whatever is in the deed covenants and rules, however there are specific things they don't have authority over.

from https://findhoalaw.com/satellite-dishes-generally/
The TA and OTARD Rule generally provide an association’s members and their tenants with federally protected rights to install satellite dishes on their separate interests (their lots or units) and exclusive use common areas (i.e., balconies, patios, etc.) notwithstanding the visibility restrictions contained in Section 4725.

There may be specific federal rules for licensed amateur radio operators, too (see http://www.arrl.org/restrictive-antenna-ordinances).

Biggest gotcha is probably common areas being used for private purposes.
