Utility Neutral

Here's a curiousity question for the utility guys out there. I am wondering about typical Utility distribution and how neutrals are established.

Here's what I think. Please tear apart my perception at will:).

1. Neutrals are included in 3 and 1 phase distribution systems, pole to pole.

2. The Secondary side of transformers connect center tap to Neutral (1 ph-residential) and connect down pole to ground rod, for each transformer.


Is the neutral going pole to pole only for the secondary voltages?

The primary neutral is established at the substation by connecting to the power transformer secondary neutral.

The neutral is usually common to the primary and the secondary. At least in the normal (North American) case of a multigrounded neutral primary system.
 
On our system our neutrals start at the substation which has a ground grid under it and the neutrals come from there. They run from pole to pole all over the system and all transformers tie back to it, as well as pole grounds and guy wires.
