utility pedestals

A utility co. in our jurisdiction is providing pedestals to provide service to single family dwellings. Our electricians are responsible for providing the meter base/ main disconnect, mounted on the pedestals. There is a grounding electrode (8' x5/8") provided inside the pedestal, that we are planning to allow the elec. to attach to.They are planning on bonding the grounded and grounding conductors inside the main disconnect. From there, they will be taking (4) wires to the dwelling. In some instances, there will be more than one service on the pedestals, providing service to two different properties/dwellings. I have a couple of questions I would appreciate any feedback on.

1. Is there an issue with the two services sharing the same grounding electrode, or even if there were two, they'd be in close proximity?

2. Is the house considered stucture #1 or #2, the pedestal being#1? Will the main disconnect at the pedestal suffice, or should there be another at the house?

3. Do we need another electrode at the house? Should the other componets of the grounding system (building steel, water pipes, etc.) be taken to the ground bar at the house panel? And finally,shouldn't the grounded/grounding conductors (bars) be seperate at the house?

The pedestal would be structure #1 and the home would be structure #2 and a disconnecting means would be required at the home. (See 225.31)

You would also need a grounding electrode system installed at the home, take a look at 250.32.

The other guys pretty much covered it. I would add , yes to isolate (form each other ) the neutral and grounding conductor at the house.

In 05 you could have used a 3 wire service to the house.
