I have done some short circuit studies and have requested available short circuit current and X/R Ratio from the Utility. Can I use the X/R Ratio to calculate the Utility Power Factor?

Under normal operating conditions or short circuit conditions?
 
You mean utility power factor and load power factor are different?
 
X/R ratio is another way of mathematically describing the power factor of a short circuit. It has almost no effect on power factor measured at the load terminals under load conditions.

We can't tell the power factor under normal conditions without additional data about the load....like the load's power factor.
