Utility Power 35KV underground
Fiber Optic Cable underground
Each in their own conduit in the same trench.

Is there a code reference concerning separation of the conduits?
The Utility says their KV line will not be affected.
The Phone Company says they would like to have 1FT separation and that it is required by NEC.

Any thoughts would be helpful.

I am designing a project for which it was the electric utility who told me to maintain 12 inches of separation between their conduit and any phone or fiber conduit. They described it as their own requirement. As Don says, it is not and NEC issue.

The NESC requires 1 ft of separation unless both utilities are in agreement to a lesser distance. This statement is from memory since I don't have a copy of the NESC with me. :D

You can even find overhead 345 KV transmission systems with FO cable built into the static line above the phase conductors.
