Utility to service wires

Question, why dont you need a grounding conductor with your Triplex coming into your service wouldnt be helpful to have a redundant ground wire back to the utility incase the main service neutral ever came lose so it doesnt send 120 volts to metal down the line from it? I feel it would act as a redudant path back to source. Please let me know if my thinking is wrong. Wouldnt it eliminate the chance of this dangerous situation depicted below from happeningLost-Neutral-and-Ground-Fault-Metal-Parts-are-Electrified-with-120V.png
 
Trying to figure this out. Open service neutral and a neutral to ground fault in the lamp socket?

If only the service neutral was open wouldn't that result in elevated voltage on the ground depending on the loads anyway?

Yep.

An isolated ground rod is not going to have much current on it.
You need to consider the resistance of this rod, the soil, and whatever connects the soil to the source. The problem with most failed neutrals is often the interconnected grounds, like with common water piping.

It is confusing that they used a "green current" which hides the black hot conductor. The actual ground fault current would be on the neutral wire.

I think its hot to ground on light socket with a open neutral condition.
