Utility vs NEC

Interesting. The NYS building code recently adopted what they called an "emergency" change. Gas piping is now required to be bonded at the location that the black rigid steel piping enters the building. Apparently there is some issue with corrugated steel piping that the gas companies are now running in homes.

That's correct. CSST must be bonded back to where the black iron enters the building however it should not be before the meter. The gas companies now use dielectric fittings so their pipe will not be used as an electrode.

The specific disagreement concerned whether the utility or NEC dictates where the neutral is bonded to the ground. In my experience, the utility specifies that, usually in the service panel but sometimes at the meter socket.

The connection in question is on the load side of the service point and it ruled by the NEC, not the utility. About the only thing installed on the load side of the service point that is ruled by the utility is the metering equipment.

Apparently. What's fun is that there is a certain gas company that leaves a note for the customer saying it has to do with lightning strikes.

Not that the CSST is complete garbage? LOL... i wonder why they word it like that?

Well a while back we had a few utility line men tried to enforce some things a local inspector want but couldn't because of our state wide codes, one was they tried to keep me from using PVC for a riser pipe where it didn't support the drop, another was RMC only to underground laterals, and even the no GEC's to a meter, well when the state AHJ found it out and dropped a line to the state utility commission, and a rule came out that unless the utility is paying for the extra work and or equipment they have no say after the utility point.

For years our utility supplied the meter base, but about 15 years ago they stopped and now we have to supply them, well they refused to hook up to a 100 amp base we installed, and again the state stepped in and ruled if they are not paying for the meter then they can't dictate what is installed, so 100 amp service get 100 amp meter bases here.

The only meters they supply are for CT installs as they are sized for their CT's.
