I guess I missed that, but "somewhat upstream" is not really an answer.
If the service point is at or in the building, then you have two services and they can be separated from each other.
If the conductors entering the building are "service entrance conductors" then in this case, there is a question as to the requirement for them to be all grouped. That question is because you have loads from both sets of equipment feeding the same occupancies. They are not completely separate.
The only answer to that question can come from your local inspection authority.
We have beaten this thing to death over multiple threads.
