As screwball as it seems, it may be hybrid: The vast majority of the time it would be grounded because they've got a generator in parallel with an HRG. The rare times when the generator is down they would be floating.

I would never float 13.8kv in a modern installation, never. Petersen earthing, HRG, and parellel feeds are a good ways of doing it if contiguity of service is desirable. A floating system is asking for transient over voltages.
