Vacuum causing power to shut off.

My brother in law is having an electrical issue in his home which is a mobile home. His wife was vacuuming and suddenly the power to the front half of the trailer went out certain outlets some light switches wasn't working etc. His uncle is a certified electrician and looked at the problem and rigged it by plugging a two way power cord from one outlet to the other its about a 10ft cable but if its unplugged all the power goes out again. Basically need to fix this problem cause if one of the ends of the cord gets unplugged it becomes a live wire. What are your thoughts it could be? The breaker was still on and the circuit(s) are still not working when that cord is not plugged in.
 
The uncle should have his license taken away. There is a name that is commonly used to describe such cords: "The Widow Maker." There is a reason such adaptations are explicitly forbidden by the code. It seems that you already understand that reason.

I suggest you get a different certified electrician to look into the problem.
