MV is an entirely different animal. How are we getting 15kv from a 120/208v source/switch?
Step-up transformer. Not sure that running a temporary feeder at that voltage through a construction site is the best option but it may be the cheapest. I would compare transformers on both ends and various voltage in between like, 480, 4160, and 15kv. 480 and 4160 can be run in EMT, not sure about 15kv.

Not really in this case. I admit I am not a MV guy and some of the terms and equipment are Greek to me,. But for step up step down as long as the transformers have Integral fusing, which they usually do, then there is no MV equipment involved (other than the cable). Putting the connectors on the cable there's really nothing to it, but if that intimidates you sub it out.

Just to be clear I meant "15kv class", which would cover the 4160/2400 you mentioned with 12470/7200 being the other super common one.
