To add even more confusion to this, VDV (voice/data/video) apparently is now being referred to as IBS (Integrated Building Systems). (See NEC Digest articles in 6/07 and 8/07 editions). Some localities seem to distinguish categories of electrical work with specialty licenses (i.e. c-7 low voltage, HVAC, elevator electrician, sign electrician, VDV, etc.) A journeyman or master is permitted to cover all work permitted under limited licensing; however, I'm not sure a regular electrician would have the specialized skills required to install and activate a data network, fire alarm, or security access system. Now the question is how do you assess qualifications of a contractor for these specialized skills and knowledge of NEC. Maybe require a licensed electrician whose has been VDV or IBS certified. Winnipeg seems to be doing this and I saw where IBEW Local 6 in San Fransisco is offering an apprenticeship program to electricians so they can perform VDV work.
