Verifying "Presence of Voltage" Prior to LOTO

If you check 1910.333(b)(2)(iv) "If the circuit is over 600 volts nominal, the test equipment shall be checked for proper operation immediately before and immediately after this test". Whatever the voltage is, if I have to stick my hands into a piece of equipment that is suppose to be dead, I will do the live-dead-live test.


Some testers for these voltages are capable of performing a self-test. That seems like it would comply with the requirement.

Many pieces of test equipment only test the internal circuitry and do not test from the input terminals. A test using the input terminals is what is required to test the internal circuitry to see if it is functioning under normal use conditions.
 
For voltages over 600, are persons usually using meters with leads anyhow?

Yes, but what I was saying that self-testing instruments do not include testing from the input jacks, they only check the internal circuitry. Testing that the leads are ok is a simple matter of using the ohmmeter and checking for continunity. I would also recommend stretching the leads while doing this to check if the leads are not broken under the insulation.
