I've used AC Tech drives on some smaller motors. I don't think that you'll have to derate under 5hp. It's been done for you by the manufacturer. I could be wrong. AC Tech's SMVector series has some models that would accept either a 1-phase or 3-phase. It looks like that you need a bigger controller.

While it's true that they market a version of their drive that says it can feed a 5HP motor from a single phase source, if you look at the pricing, you discover that it is just a 10HP drive with a different nameplate on it, meaning theirs is really no different than those of anyone else in that aspect. I'll give them props for marketing though!
