It says at standing on "grade" not ground. I submit that a patio that is a few inches above the grass is at grade of the home. as for the OP question place a receptacle outside the new enclosure since weather or not it is easy to go in a screen door I don't think the code writers wanted cords going through doors and windows as this is a potential hazzard. and make a couple extra bucks. For me it is a violation not to add the receptacle.

Why not just ask him to bring a portable generator, get it out of the truck and fire it up. I always install a GFCI right at their equipment. When they see my sticker on the panel they start refering me to HO's that need service upgrades.

Yup a little honey ,..do the same for the boilers and furnaces and those guys remember it too.

so the NEC now requires houses to have earth around them at some location within 25' of A/C units ? what if there is concrete or paving around the entire house ?

That was the point of my proposal...but the CMP rejected it.
 
so you are telling me you proposed that grade level was even on concrete and the code making panel said what..NO..you gotta be kidding me..so if you have a receptacle by the door and the door is on a concrete slab it does not meet code because it is not above grade..I thought trying to find a tamper resistant weather proof outlet was going to be hard..finding some where to mount it in the concrete jungle could be equally as hard..
 
The concrete slab issue has not risen around here; a patio is considered ground level. But, if an exterior receptacle is enclosed, whether the door has a lock or not, a new exterior receptacle is required. This applies whether it is needed for HVAC or not.
