Violation?

Inspector says I'm violating 240.21 secondary tap but won't be more specific. This is currently the set up I have I'm arguing 230.90 A exception 3
Says I can do this

Need a lot more detail to say there is no violation what so ever but I can't see a 240.21 violation.

Thats my point, you could picture the install. SEC come off the meter to feed a bus bar in a double breaker enclosure

How can anyone answer the question when wire sizes are not specified since the issue is taps? What is "EB"? Do you have a load calc? Are you under 2020 code or an older one (would be a different issue, not the tap issue)?

2008 code #2 feeding the meter and each enclosure eb stands for end box

#2 seems fine if copper. Maybe not if aluminum. Does the load for the full service (the areas covered by all 3 panels) calculate to under 115A (or 90A if aluminum)?

It is copper and yes definitely under 90a all the appliances and heating are gas
