Where does it say I can't separate the strands and use two holes to make the connection?

As soon as you separate strands, you in effect create parallel conductors. Are your new conductors acceptable for paralleling?

I know one argument will be that they are very short, but would it be acceptable to separate them as soon as they entered the panel, and then go maybe 3 ft before they get to the bar/lugs?
