The NEC allows it but it is not recommended. If you have an open netural then you energize all the metal parts to 60 volts or so.
In Washington State it can't be done.
My prediction is the 2008 NEC will not allow regrounding the neutral.

Referring to the idea of 480 volts with drop gives you 120 volts at the load end, the voltage drop is based on current flow. If there is no current flow, your voltage should be quite close to 480 volts, and your receptacle should smoke. Voltage drop is only present when a current is flowing.

For similar reasons, you can't usually install a buck boost transformer to combat voltage drop. It doesn't work across the spectrum from no load to full load.
