Outdoor street Light fixtures ordered were 208V, single phase, not knowing the utility power supply is 120/240V, single phase, 3 wire. What can we do to get 208V, single phase?

You can use a buck transformer on one side of the 120/240 line to reduce the voltage difference to 208 (with an unbalanced current distribution), or you can use an isolation transformer from 240 to 208.
Are you sure the fixtures are not specified with a multi-voltage ballast?
