voltage on Neutral feeder panel no load??

I was awarded a job that was doing panel changes and adding heaters to a 62 Unit apartment complex. There is a total of 4 building and each one has a meter stack. The problem that i am running into, is that there is about (5) units that have 90V from Neutral to ground, 120V Neutral to Phase A and Phase B. We have turned off all the breakers in the unit and there is still 90V to ground. Pulled the neutral out of the bar and suddenly all the lights work????? Neutrals and grounds are isolated at Unit panel. Has anyone ran into this issue before? My only thoughts are a loose neutral in the meter stack?

Which natural bar did you pull the wire out of? In the units panel? Did none of the lights work before this, or did they show signs of a loose neutral on the feeder such as the lights going brighter and dimmer?

Are the 5 units with the problem fed from the same meter stack?

Try reading the voltage on each leg with some appliances running to see if the reading stays close to 120 per leg, or jumps up and down by a significant percentage
